Future Educator’s Guild
CONSTITUTION AND BY- LAWS
Preamble
We, the Future Educators Guild of Sorsogon State College, School of Industrial Technology and Education imploring the aid of Almighty in order to establish unity among ourselves towards our common interest, ideals and aspiration a responsible teachers that shall promote quality education, and develop among us the proficiency in the field of education, do hereby ordain and promulgate this Constitutions and By- Laws.
ARTICLE I
Name, Functions and Office
Sec. 1. This society shall be officially known and called the Sorsogon State College- Future Educator’s Guild (FEG).
Sec.2a. Future Educator’s Guild should act as the council of all teacher education students’ and represents to the Supreme Students Government on matters appertaining to all teacher- education views, aspirations, interests, welfare and grievances.
b. As a council, the Future Educators’ Guild is on top of teachers-education student’s sub- organization.
Sec. 3. The main office of this society shall be at the Sorsogon State College- School of Industrial Technology, Sorsogon City.
ARTICLE II
Policies and Objectives
Sec. 1. The FEG is a society of all future educators of Sorsogon State College- School of Industrial Technology and Education for the promotion of their common interest, welfare and aspirations.
Sec.2. The FEG respect at all laws, orders and proclamations promulgated by duly constituted authority and it shall follow all rules and regulations of the college.
Sec.3. The defense of the society and its Constitutions and By- Laws is the moral obligation of every member and in the fulfillment of this objectives, all members are expected to offer oral and written defense when the right and prerogatives of the society ate being questioned or challenged.
Sec.4. The FEG renounces of all forms of violence, sabotage and underground activities as instrument of its official policies.
Sec.5 The FEG shall maintain active participation in school affairs, cultural presentations and other recreational and co-curricular activities.
Sec.6 The FEG recognizes academic freedom to explore the unknown, advance the frontier of knowledge and bring enlightenment to its members.
Sec. 7 The objectives of the guild are the following:
a. to encourage unity and camaraderie among future educators;
b. to promote self-improvement in the field of education;
c. to work with the college in the promotion of quality education;
d. to engage in income generating projects;
e. to conduct symposia, meetings and conference in the field of education; and
f. to provide services among its members that needs help.
ARTICLE III
Membership
Sec. 1 Those students who are taking-up teacher education courses and professional subjects in education are considered members.
Sec. 2 All future educators enrolled at Sorsogon State College-School of industrial Technology and Education shall give P25.00 (P25.00) as annual membership fee.
Sec. 3a Membership fee shall be collected during enrolment period of the college.
3b In case of students who enroll in the second semester, the same membership fee shall be collected for the said enrollment period.
ARTICLE IV
Right and privileges
Sec. 1 Every member shall have the right to be equally protected by the guild against unwarranted charges, unfair criticism, unjust treatment and the like by the students, facilities, school officials, teachers and outsiders.
Sec.2 No member shall not be separated or suspended from the guild without due process.
Sec.3 The privilege for every member to be given commendation for outstanding performance and exemplary achievement in a manner agreed by the guild shall not be denied.
Sec. 4 It is the right of every member to attain quality education through proper teaching-learning process. It is also the right of every member to explore his potential and learning through educational technology, Instructional technology and information technology of the college and beyond.
Sec.5 It is the right of every member to vote and run for elective position.
ARTICLE V
Duties and Obligations of the Members
Sec. 1 It shall be the duty of every member to be presenting loyal to the school and defend the guild and contribute to its development and welfare, uphold its Constitution and By-Laws and to cooperate with the school authorities.
Sec.2 It shall be the obligation of every member to behave at all times, this will serve as an instrument of information in accordance with the accepted standard of morality and integrity as students.
Sec.3 Every member has an obligation to pay his/her annual membership fee during enrolment period.
Sec.4 It shall be the duty and obligation of every member to attend meetings, symposia and other activities organized by the guild.
ARTICLE VI
The Officers and Board of Directors
Sec.1 The Officers of the Future Educators’ Guild shall be composed of one (1) President, one (1) Vice President, one (1) Secretary, one (1) Press Information Officer, and one (2) Business Managers.
Sec.2a The Board of Directors are composed of all elected class Presidents.
2b In case that the Class President is elected as FEG Officer, the next highest elected class officer will be remember of the Board of Directors.
Sec.3 The Board of Directors is composed of Presidents of accredited/registered sub-organization of teacher education department such as; NEC; FPM; ATOMS; ADEBS; and the like and elected Presidents of First Year; Second Year; Third Yea; and Fourth Year.
Sec.4 The Officers and members of the Board of Directors shall serve a term of one (1) year from the date of their election. However, they shall continue to hold office until their successors have been elected and taken their Oath of Office.
Sec.5 The Oath of office shall be stated as-

ARTICLE VII
Election and General Qualifications of Officers
Sec.1 The FEG shall elect its officers every year and the election of officers shall be held every second Friday of July.
Sec.2 Election of FEG Officer and the Elected-President of every academic year of teacher-education department shall be synchronized with Supreme Students Government and two (2) other councils and shall be held second Friday of July.
Sec.3 Any members with at least one-year residence of SSC shall be qualified to run in any elective position.
Sec.4a Except for the position of President and Treasurer that will be elected during their second or third academic year all officers and Board Directors shall be qualified to run for any elected position.
4b Synchronized election shall be held every second Friday of July.
Sec.5 The election of officers shall be by secret balloting and shall be managed and supervised by Election of committee that will be designated by FEG Advisers.
Sec.6 Election of Officers shall be by secret balloting and shall manage and supervise by Election Committee that will be designated by FEG Advisers. The COMELEC representative of SSG will observe the sanctity of ballots during the election.
ARTICLE VIII
Meetings
Sec. 1 The Officers and the Board of Directors shall have a regular monthly meeting every first Friday of the month.
Sec. 2 The Officers and Board of Directors shall have a regular monthly meeting every second and last Friday of the month and shall be done during non- class hour.
Sec. 3 There shall be a regular monthly meeting of all FEG members and this meeting shall be in symposia, forum, conferences and the like.
Sec. 4 Notice of meetings within class hours shall be approved by the College President and duly recommended by proper authority.
Sec. 5 Notice of meetings within class hours shall be noted by the SSG President, Advisers, Program Chair and recommended by Students Affairs Chair and approved by the Campus Directors.
Sec.6 Emergency meetings may be called upon by the FEG President as it deemed necessary.
Sec. 7 A simple majority of all members (50+1) shall constitute a quorum to deliberate on the agenda or to transact valid business.
Sec. 8 A simple majority of the General Assembly (50+1) shall constitute quorum to deliberate on the agenda or to attract valid business.
Sec. 9 In order to ease the call of all teacher- education students, class officers and officials of sub- organization shall constitute the general assembly of FEG.
ARTICLE IX
Duties and Responsibilities
Sec.1 The President shall have the following duties and powers:
a. Be the presiding officer during meetings
b. Cast his votes on question that result in a tie.
c. Preserves order and defend the rights and prerogative of the guild.
d. Represent the guild workshops and conferences in if representation is necessary.
e. Order payments that are authorized by the officers and Board of Directors.
f. Hold exercises such other executive powers upon him by the members of the Guild or by the Board of Directors and the Constitutions and By- Laws.
Sec. 2 The Vice- President shall act as the President in case of the latter’s absence or temporary inability of, to discharge the duties and function of the Presidents. He shall succeed the President when the latter is permanently incapacitated to act as a President. The Vice- President shall be the and always the chief coordinator of activities of the guild.
Sec. 3 The Secretary shall have the following duties:
a. Record and keep the minutes of meetings and deliberation of the guild.
b. Be the official Custodian of the documents, records, correspondence and other papers belonging to the guild.
c. Prepare the issue authorized correspondence.
d. Prepare the minutes of the regular and special meeting of the guild.
e. Draft resolutions and other documents by authority of the President subject for formal deliberation and final approval by the Officers and Board of Directors.
Sec. 4 The Treasurer shall have the following duties:
a. Safeguard the funds and all records pertaining to financial condition of the guild.
b. Collect necessary fees, dues and payments and issue corresponding receipts and deposit all collections in the SUMCI.
c. Keep logbook of all members with their respective entries of payment.
d. Pay authorized expenses.
e. Render financial report to the members during the end of every semester dull approved by the officers and Board of Directors.
f. Help facilitate disbursement of certain amount for approved projects, activities and the like.
g. Certify notice of delinquency to be served financially delinquent Officers, Board of Directors and members.
h. Act as consultant to the committee on membership.
Sec. 5 The Auditor shall have the following duties:
a. Examine and audit the funds and expenditures of the guild and certify the correctness of same.
b. Suspend or withhold payments of accounts incurred, if found to be not in accordance with the agreement of the guild or with no corresponding supporting papers on the disbursement.
c. Submit financial report every last Friday of the quarter.
Sec. 6 It shall be the duties of the Business Managers to:
a. Act as Chairman/ Co- Chairman of the working committee in all activities and project sponsored by the guild.
b. Choose and select members of the working committee.
c. Act as coordinator for all businesses of the guild that is planned.
Sec. 7 It shall be the duties of the Public Information Officer to:
a. Disseminated information about the guild, to develop harmonious relationship among the members and within student and the public.
b. Act as spokesman of the silent majority during meeting and conferences.
c. Act as protocol officer to the members regarding complaints, gripes or grievances.
ARTICLE X
Operations
Sec. 1 All Officers and Board of Directors as well as the members of the FEG shall take an oath and defend the Constitutions and By- Laws of the guild.
Sec. 2 The FEG shall have two advisers and two consultants who are in accordance with the law shall give counsel and guidance to the Officers and Board of Directors particularly of on performance of duties thereof.
Sec. 3 The Duties and Responsibilities of the Advisers are the following:
a. It provides advice to the Officials, Board of Directors and members achieve the objectives and goals of the organization.
b. It is responsible for the development of the Officers, Board of Directors and members to be concerned citizens.
c. It abides the Constitutions and By- Laws of society and/or organization.
d. She/he is responsible for the discipline of the Officers, Board of Directors and members in and out of the campus.
Sec. 4 Attendance in all meetings shall be compulsory and a fine of P5.00, shall charge and enforced upon the absence If the cause of his/ her absence shall be found unreasonable. The fine shall be added to the fund of the guild.
Sec. 5 No contribution in cash or in kind shall e collected from the members unless such contribution has been submitted to and approved by the Officers and the Board of Directors.
Sec. 6 Any officers, Directors and members of the FEG shall have the right to propose projects or activities subject to the approval by the majority of the Officers, Board of Directors and members.
Sec. 7 All activities shall focus to the development of future educators.
Sec. 8 The funds of FEG shall be derived from the following sources:
a. Membership fee
b. Contributions
c. Proceed from the fund raising
d. Fines due to unreasonable absences of any Officer, and Board of Directors.
ARTICLE XI
Disbursement of Funds
Sec. 1 Disbursement of fund for whatever legitimate purpose shall be done in the following manner:
a. An amount more than two hundred pesos disbursed upon only approval of the resolution by the Officers and Board of Directors,
and duly countersigned by the advisers.
b. For emergency purposes, an amount of two hundred pesos or less shall be disbursed only upon approval by the President,
concurred by the Treasurer and Auditor, and duly countersigned by the adviser.
Sec. 2 Impeachment, suspension or separation from the guild shall not exempt a member, or Officer, Board of Directors from his/ her financial obligation.
ARTICLE XII
Special Provision
Sec. 1 The Officer and Board of Directors shall remain accountable to the members of the Guild.
Sec. 2 The President and the elected officers shall be removed from Officers on impeachment for and conviction of culpable violation
of the Constitution and By- Laws and other acts contrary to the principles and policies of FEG.
Sec. 3 The Board of Directors shall have the exclusive power to initiate, try and decide all cases of impeachment upon filling of verified complaints by the aggrieved party. The Board of Directors may initiate impeachment on a vote of at least one- fifth (1/5) of all members.
No official shall be convicted without the occurrence of at least two- third of all members.
Sec. 3 The Board of Directors shall have the exclusive power to initiate, try and decide all cases of impeachment upon filling of verified complaints by the aggrieved party. The Board of Directors may initiate impeachment on a vote of at least one- fifth (1/5) of all members. No official shall be convicted without the occurrence of at least two- third of all members.
ARTICLE XIII
General Provision
Sec. 1 The Officers and Board of Directors may adopt uniform for the members and seal which shall reflect and symbolize the ideals and aspirations of the guild.
Sec. 2 The FEG may support benefit shows, cultural presentations or fund- raising activities to finance an approved project.
Sec. 3 If there is an available fund, FEG shall publish semestral newsletter for general distribution to its members and teacher- education faculties.
Sec. 4 The FEG expand their membership by allowing all students enrolled in education courses in SSC Campuses
to join and adhere to the ideals and aspirations of FEG Constitutions and By- Laws.
Sec. 5 In case the President of FEG was a Fourth Year Student, he/ she undergo Practice Teaching and Observation and Participation
at SSC- Main Campus to optimize his/her function of the position.
Sec. 6 All members of Future Educators Guild will be represented by the Class Officers
and this Class Officers will be called as General Assembly.
ARTICLE XIV
Other Provisions
Sec. 1 For the purpose of proper representation to Student Supreme Government, these Constitutions and By- Laws
selected and appoints the President and the Secretary to the seat as the Board of Directors of the SSG.
Sec. 2 The representatives to the PACSA Convention is the FEG President, in case the President is not available,
and the Board of Directors is in charge for the selection of the representative to attend the convention.
Sec. 3 Any amendments to or revision of this constitution and by- laws proposed by any FEG members,
or Officers shall be subject to ratification by majority through secret balloting.

Sec. 4 Attendance in all meetings shall be compulsory and a fine of P5.00, shall charge and enforced upon the absence If the cause of his/ her absence shall be found unreasonable. The fine shall be added to the fund of the guild.
Sec. 5 No contribution in cash or in kind shall e collected from the members unless such contribution has been submitted to and approved by the Officers and the Board of Directors.
Sec. 6 Any officers, Directors and members of the FEG shall have the right to propose projects or activities subject to the approval by the majority of the Officers, Board of Directors and members.
Sec. 7 All activities shall focus to the development of future educators.
Sec. 8 The funds of FEG shall be derived from the following sources:
a. Membership fee
b. Contributions
c. Proceed from the fund raising
d. Fines due to unreasonable absences of any Officer, and Board of Directors.
ARTICLE XI
Disbursement of Funds
Sec. 1 Disbursement of fund for whatever legitimate purpose shall be done in the following manner:
a. An amount more than two hundred pesos disbursed upon only approval of the resolution by the Officers and Board of Directors,
and duly countersigned by the advisers.
b. For emergency purposes, an amount of two hundred pesos or less shall be disbursed only upon approval by the President,
concurred by the Treasurer and Auditor, and duly countersigned by the adviser.
Sec. 2 Impeachment, suspension or separation from the guild shall not exempt a member, or Officer, Board of Directors from his/ her financial obligation.
ARTICLE XII
Special Provision
Sec. 1 The Officer and Board of Directors shall remain accountable to the members of the Guild.
Sec. 2 The President and the elected officers shall be removed from Officers on impeachment for and conviction of culpable violation
of the Constitution and By- Laws and other acts contrary to the principles and policies of FEG.
Sec. 3 The Board of Directors shall have the exclusive power to initiate, try and decide all cases of impeachment upon filling of verified complaints by the aggrieved party. The Board of Directors may initiate impeachment on a vote of at least one- fifth (1/5) of all members.
No official shall be convicted without the occurrence of at least two- third of all members.

ARTICLE XIII
General Provision
Sec. 1 The Officers and Board of Directors may adopt uniform for the members and seal which shall reflect and symbolize the ideals and aspirations of the guild.
Sec. 2 The FEG may support benefit shows, cultural presentations or fund- raising activities to finance an approved project.
Sec. 3 If there is an available fund, FEG shall publish semestral newsletter for general distribution to its members and teacher- education faculties.
Sec. 4 The FEG expand their membership by allowing all students enrolled in education courses in SSC Campuses
to join and adhere to the ideals and aspirations of FEG Constitutions and By- Laws.
Sec. 5 In case the President of FEG was a Fourth Year Student, he/ she undergo Practice Teaching and Observation and Participation
at SSC- Main Campus to optimize his/her function of the position.
Sec. 6 All members of Future Educators Guild will be represented by the Class Officers
and this Class Officers will be called as General Assembly.
ARTICLE XIV
Other Provisions
Sec. 1 For the purpose of proper representation to Student Supreme Government, these Constitutions and By- Laws
selected and appoints the President and the Secretary to the seat as the Board of Directors of the SSG.
Sec. 2 The representatives to the PACSA Convention is the FEG President, in case the President is not available,
and the Board of Directors is in charge for the selection of the representative to attend the convention.
Sec. 3 Any amendments to or revision of this constitution and by- laws proposed by any FEG members,
or Officers shall be subject to ratification by majority through secret balloting.
